Once you merge the accounts into one battle.net account, does that link them so that Bind on Account items can be mailed back and forth?

No it doesn't at this point in time. It's a possibility for the future as was stated by Tigole during Wrath Beta, but we don't have any more information for you at this time on if or when it might be implemented.
