Trying to gift levels, not enough earned.

My wife and I have both experienced this within the last day, and our accounts a linked to separate accounts.

We try to gift a linked account a level to bring them up to level with us, and get told that we have no earned enough levels to do this. It was my understanding that you got 1 "gift" level for every 2 levels an account earned. I know there's not a min. number of levels you have to be different since I had a level 2 character that gifted a level 1 to level 2.

Anyway, neither of us are able to gift levels to our linked accounts, I should have 13 levels, and my wife should have atleast 4. Is there a recent bug with this functionality, or are we doing something wrong?

Only recruit characters may grant levels; similarly, only veteran characters may receive them. At this time, should a veteran character attempt to "grant" a recruit character a level via the "Grant a Level" portrait option, he or she will receive the message: "You have not earned enough levels to grant anymore levels.”

With that said, here are a few other restrictions associated with level granting:

Yes: 1) Levels may only be granted to characters on a veteran account by characters on a linked recruit account; 2) levels may only be granted to characters of the same faction and on the same realm; 3) levels may not be granted to characters over level 59; and 4) levels may not be granted to characters of equal or higher level; 5) levels may not be granted once a 90-day account link breaks.

With this, once a level is granted, it may not be used again. For example: If a recruit character possessed 15 "grantable" levels and provided 10 to a veteran character, only 5 would remain for future use.
