Divine Plea changes in the latest build.

On the PTR, Divine Plea now cuts the healing in half for all of the following:

Lay on Hands
Judgement of Light

In previous PTR builds, as well as being the current *Live* behavior, Divine Plea did not affect Lay on Hands or Judgement of Light. Why the sudden change? Assuming we're intended to have Divine Plea active at all times...

Doesn't this completely neuter one of our contingency buttons (LoH)?

Doesn't this reduce JoL to a point where it's probably not even worth using for a protection paladin, even if they are the only paladin in a raid?

I'm trying to understand the basis for these changes. Unless we haven't seen all of the Divine Plea changes yet, protection is getting hit ridiculously hard by what I can only assume are nerfs intended to hit holy/retribution in arena.

We'll discuss changing Divine Plea to just Flash of Light, Holy Light and Holy Shock.
