Ideally, it would be nice to see each PTR build given a "what's new in this build" quick notes so we can follow the changes being made, and focus testing to these new changes.
We can't test stuff that we don't know exists.
We do our best to keep these as accurate and timely as possible, but sometimes it doesn't work out quite that way. I think many different sources are very good at pointing out new entries in the patch notes when they see them, and the PTR forum often has testing focus posts on what we really need people to look at. Sometimes not pointing something out also helps in whether or not we need to make something more obvious or if it not being obvious is a good thing.. aka it lies in there seamlessly.
That said though, the updated notes go up either at the time of a new build or very shortly after, but they will be there for everyone to peruse. I appreciate your feedback and requests and we'll keep working to refine the process so that we can get these things out a bit faster and a bit clearer as we can. Just keep in mind, we're often working to make sure the notes are of a high quality and accuracy as well so that when things do go live, people can rely on them to be as accurate as possible.
