"All BoA gear" - Are you comparing the high end badge of valor gear to the select set of heirloom items that are mainly help with leveling a character? Or to the little packs of honor you can give if you just can't get enough Wintergrasp/dungeons while owning WG? Okay, sure, we allowed a character to help another one for the leveling aspect of the game, but raiding current end-game content is not leveling.

Emblems are currency, like gold. If my alt needs gold I can mail him some from my main. You're implying that I shouldn't be allowed to mail gold from my main to an alt because my alt is supposed to "earn" it himself.
In fact, the characters don't earn anything, it's the players that earn it. This is just an arbitrary restriction on what the players can do with their earnings.
They are "like gold" but they are not gold so you get to go out and earn any high end items you want on another character.
