WHY!?

i dont understand why you have to go and change things when they are fine the way they are. I dont pvp much, all i do is pve and now you're making it so i do less effing damage? how retarded is that. i want a god damn explanation because blizz is about to lose another customer.

General reasons for changing things include trying to balance a class out in PvE and PvP (as others have mentioned). Lets say a change frees up one spell from needing to constantly be used, this allows you more flexibility on when to cast other spells which can be a good thing. At the same time, a change like this is likely to affect total dps, so lets say it's a small PvE hit but a big PvP hit. In a situation like this we would look to boost spells used in PvP to try and get the numbers here to where we want them to be - the PvE side could see changes as well if the numbers are low, but if the class was "high" on the charts before it might be fine to leave it as is.
