Change Ruin to affect all spells

With Pandemic actually critting now instead of inflicting a second source of damage I think it's time to make Ruin affect all spells rather than only Destruction.

This will have no effect whatsoever on PvP and would solely by a PVE buff to Affliction, namely 54/00/17.

As you can see, a change to Ruin only improves the game as a whole by allowing all specs to compete at a nearly identical level. This would be a positive change for all Warlock players, as it would allow playstyle to determine a player's spec rather than the capability of the spec itself.

We have posted a couple of times that we don't think the Affliction changes make sense unles dots can crit for 200% damage.

However, we are probably more likely to just allow Pandemic to grant that bonus rather than make taking Pandemic also force you to pick up Ruin. (Most PvE locks do anyway, but not all PvP builds include it.)
