3.1 - Howling Blast, why would dps get it?

Any DK who has not been living under a rock knows that Howling Blast was not only moved to the 51 point talent, but was also nerfed in damage. It was moved to 51 to keep it out of dual wield specs and the damage was nerfed because...well, I have no idea. Obliterate does equal damage to the un-nerfed Howling Blast, has a MUCH higher crit chance, and doesn't eat up Killing Machine procs.

Ok, so Howling Blast is a frontal AoE and it's not uncommon to see huge damage while clearing trash, but who care, it's trash. Why would I use Howling Blast in 3.1 over my core Obliterate talent against bosses. This is what any raid looks at, the damage done during Boss fights, and I don't see any use for Howling Blast, the "best" frost talent.

Howling Blast is a fun ability, but really, it's dead with any Frost 2H dps build. It's bad enough the almost useless Hungering Cold talent, that BADLY needed fixing, wasn't touched. I mean, didn't anyone get it when every 2H frost dps build skips a 51 point talent in favor of a 21 point talen from another tree? Now it's being repeated and we skip over two talents instead.

No wonder so many Frost DPS DK that are testing on PTR have simply moved to the already overpopulated Unholy spec.

The next patch has HB close to its old damage again. We were debating between a damage nerf or changing the tree placement and we think we're going to go with the latter. Its cooldown may be higher though.
