Absolutely, Proven, as long as there are no other restrictions (i.e. realm ineligible for transfers) you should be able to use the Paid Character Transfer service to move it to another realm.

Well "new" is subjective. Does he mean a newly created realm or a simply a different realm? In either case I believe my answer fits, if the realm is ineligible for transfer it is ineligible; it wouldn't matter if it is a new realm or one that has been around since release. :)
