Uldaur Siege Question

Maybe I completely missed it but can anyone clarify..

Will the siege section of Uldaur be server wide or instanced?

If server wide - will it be a one time thing like the Gates of AQ?

It's the very beginning of the instance itself. To get through to Ulduar proper, your raid uses vehicles to fight through an army of baddies.
