In terms of cost:benefit from a development standpoint, this talent has been nothing but trouble. I would expect a major change for 3.1.

I have tried to mention this a couple of times, and you guys can help me remind everyone else who might freak out.

But 3.1 going on the PTR does not mean 3.1 is done. There will be more changes over time. Some will come from 3.1 feedback and some we just haven't gotten into the game yet.
