Arthas Costume STILL unobtainable for some

When they lowered it to 500 tricky treats to get the Arthas Costume, they didn't put into account that there would people who will be unlucky with the RNG, such as myself. After trick or treating everywhere on Azeroth/outlands/pandaria, and doing all the dailies every day so far, I am stuck with 426 treats right now. Doing the calculations, by the time the event ends this Saturday, I will not have enough treats to buy the costume.

If I suffer from the same problem, obviously others will as well. Why is the item only obtainable to some but not others? It's really based on chance if you ask me. Some people will be able to get it, and some wont.

Why is it the way it is?

The costume is STILL unobtainable for a Percentage of people.

RNG should NOT be included in the Hallow's End event. It just causes major turmoil.

180+60+256+10 = 506.

Even if you get the absolute minimum possible, you still have enough for the costume. Assuming it's a simple coinflip for the Handful of Treats determination (50% chance of getting 2, 50% chance of getting 3), the odds of you getting the absolute minimum is

1 out of

11,150,372,599,265,311,570,767,859,136,324,180,752,990,208.

This isn't even counting the odds of you getting the absolute minimum from the Horseman too!

This is accurate (well I don't know if those odds are accurate or not, but the drops are). Even with the worst possible drops every single day you would end with 506.
