Recently a post on mmo-champion has quoted a blue talking about Ulduar, saying it will be out "Very soon."

And you can now copy characters onto the PTR...

It wasn't intended to make the character copies available as we are still not ready to release the Public Test Realms. We are shutting this down and deleting any character(s) that were copied over so it will be a fresh launch when the PTRs are ready.
