I don't agree really with what you're presenting (as you're presenting it), with the exception of 'heal' costing more mana than greater heal incapable of the same output. That's consistent with the changes we've made to downranking for all classes. Heal is essentially a lower rank of greater heal, with a different name.
With that being said, priests are getting a great deal of attention for patch 3.1.0.

Just tell us the truth, and say that you don't care about certain classes and only care to buff the already OP classes (see DKs, Ret Pallys and Mages)
We'll never consider a class finished or "perfect". With that being said, shaman are in pretty good shape, currently.

Well I don't think I'm wrong. Shaman (all three specs) are doing quite well, currently. That doesn't mean we feel they are "perfect", and in 3.1.0 there are some improvements coming, some of which were mentioned in the class update sticky I posted.
