You should have to do Naxx before Ulda

Simple solution - create a chain quest for attunement to Ulduar, with the final leg of the quest chain requiring an item of Sapph / KT.

Ulduar will be much more difficult than anything currently in the game, and you will need gear from existing raid dungeons, such as Naxxramas, if you wish to progress. So, while players are free to make there way into Ulduar, they will learn early on whether or not they are ready to progress.

To me this statement by itself seems to indicate why you created the post in the first place. You're attempting to establish yourself as an "old school" raider who is pained to see others wearing YOUR epics.
