Love is in the air bugged???

I have no idea what's wrong with this stupid achievement. I've been running around giving love tokens to npcs for the past hour. I received an "adored" buff, but no pledges, no gifts, nothing. I've received a heartbroken debuff three times which people have cleansed off of me.

I've wasted an hour of my time on this so far. Can anyone tell me if I'm doing something wrong? or is it just broken and I'm wasting my time?

I've tried using cologne, perfume, talking to male npcs, talking to female npcs, everything. I get no gifts.

There's also a quest that wants me to do something with q guard, that doesn't seem to work either as I've given at least 30 of these stupid tokens to guards.

Very frustrated at this point.
