Does this only apply to MoP raids? did 10 man OS, then tried to do 25 and it was still locked.

Separate lockouts by difficulty level is currently enabled for Siege of Orgrimmar and new Raids going forward.

Will the change to being controlled by the raid leaders lockout be carried on in WoD? The hotfix specifically says SoO.

For purposes for the Hotfix blog, it's only applies to content that's currently available which is Siege of Orgrimmar. I believe that we want to make Raid lockout more intuitive to understand and future raids will likely to go with this system (standard disclaimer for all things not yet confirmed applies).
