Players have concerns that take a snail's pace and a lucky shot to reach the ears of Blizzard. Unfortunately, there seems to be no formula to getting Blizzard representatives to respond to these concerns.
SOLUTION:
Let each class forum (and perhaps the other forums) generate a list of concerns. The players propose them in a thread. A green can organize them into a list and if an account has a lvl 80 toon of the class (no elitism, just common sense), they are able to vote once (or maybe twice or thrice) on which issue(s) are of greatest concern to them. The top X issues get sent to Blizzard once a (month?) so that they can generate responses.
EMPHASIS: "SO BLIZZARD CAN GENERATE RESPONSES." These aren't lists of demands to be met. These are lists of what the players feel are important so IF the issues can and should (we leave that up to Blizzard) be addressed, it can be done in a timely matter.
No more dispersion of focus. No more picking and choosing what to answer. No more guessing. Just the most important issues to the class with empirical proof.
