If we do release any new realms in the near future, they are more likely to be used as free-character-move realms rather than fresh-start realms. It doesn't mean there's no chance we'll open up a fresh-start realm soon, but providing players a good place to escape queues will take precedence for the time being.

This is true.
As far as transfers into Cho'gall go, it's a little risky given the realm population. I'll see about adding Horde moves off again in the hopes it'll balance the factions a little bit more, plus give more room for Alliance.
