Now, why is it so unbalanced? In the other four battlegrounds, you can turn in marks for honor. You cannot do this with AV, however, and since level 80 PvP gear doesn't require BG marks, there is nothing to spend them on other than the BG mounts (and most people who are interested in those already have them anyway). Since there is no use for the marks, there is only one reason to do AV: for honor.
However, you have to get a very high amount of honor from AV in order to offset the fact that you cannot convert its marks into honor. Because of the current player gap, the larger team will be able to get enough honor to make AV worthwhile, but the smaller team won't. Now, if you aren't gonna win, and you can't use the marks, why do AV? The result is that the larger team gets larger and the smaller team gets smaller.
To fix this, Blizzard needs to add incentive to do AV, so that both sides can reach full teams. I recommend doing this by means of the concerted efforts turnin. Set it so that instead of requiring marks from WSG, AB, EotS, and SotA, it will randomly select tokens from four of the five BGs and use those instead. Which tokens were selected could change daily.
Removing AV from Concerted Efforts is what caused this massive imbalance. Logically, putting it back should balance it.
