Question on the bind to account emblem items

Can they be bought on a character on one server and be sent to a character on a different server?

Secondly. If i were to buy http://www.wowhead.com/?item=42946 on this DK, can i send it to my horde hunter on my same server? ( PvE server )

The general rule of thumb is Bind of Account items are only able to be sent to characters you are able to send mail to. In other words, you are unable to transfer this item between factions and are only able to transfer the item between characters on different realms if the character with the item in its possession transfers to the other character's realm.
