Way to track server transfer availability?

I have a character on Darkspear that I'm trying to transfer over to Dragonblight. It's currently unavailable for transfer, does this mean it will always be unavailable? and if not is there any way i can track it without attempting a transfer every day?

They don't keep realms locked down unless they absolutely need to, Little. Status can and does change.
