Zandalar enchants and heirloom items

I wasn't sure where to put this up, but I would like to know if the change to the heirloom bind-to-account items was intended. Prior to the 3.08 patch only certain enchants would work on the heirloom items and this included the zandalar rep enchants. I was able to enchant my cloth shoulders but at the time hadn't put much of a rush into enchanting my plate and mail versions. Is 30 attack power that game breaking?

If this was an unintentional change, and this will be reversed that would be great! Otherwise, why the need to change such an unused option for improving gear that is clearly meant for alts to level faster? I can see "nerfing" it for the sake of twink battlegrounds, but there are better enchants out there for that purpose as well as items.

Any feedback would be great!

Any enchantment that would automatically bind the item to a character would not be able to be applied to a Heirloom item, that is intended.

Or, they are intended as a way for your higher level character to pass on a valued item that will grow as that character levels. That doesn't necessarily mean that they were intended to give you an advantage over other characters, the item itself scales with the level so it is never more powerful than any other item you could get at that character's level. It's all in how you look at it. :)
