No mobs in Horde capital city zones.

When I enter a zone with a horde capital city in it I cannot see ANY mobs. If I back up to just outside of the zone they all appear again. This has become a bigger problem lately because now I cannot get any of the elders in those zones. I disabled all of my mods and deleted my wtf folder. Neither of these worked. This has been an issue on this character (have not tried it on any of my alts yet) since before 3.0.8. I am not exactly sure when it started as I don't frequent those zones. Please Help... Thanks.

I have finished the wrathgate chain, though I did not know that that was associated with the Battle for Undercity chain. This toon is indeed the one affected. I did delete the wtf folder, didn't know anything about the cache folder, and only turned the addons off, I didn't actually do anything to the folder. I will try those things mentioned. If a GM has more insight I am anxiously waiting.

With Orgrimmar and Undercity, it is almost always the case you are in the middle of a phased chain.

There really is no cure for this - save finishing said chain. A Game Master may be able to assist you in getting to the step you need to find to continue, but when this is the case, they really cannot take you out of phase. Doing so could make it so you could not complete the quest, you really wouldn't want that.

There is another chain that is similar if you are having an issue seeing one of the Elders in Storm peaks as I understand it.

If you do need to petition, please be as specific as possible as to exactly which NPCs do not appear to you to give the Game Master assisting you a place to start researching where you may need to be.
