"Phased" in Orgrimmar

I am trying to get the Elder in Orgrimmar but I'm "phased" or something because I don't see any NPC's other than guards (and the guards and bosses don't aggro me). I also can't see any players.

I ran into this at Christmas too when here fishing and I asked a GM, I got a canned "complete your quest there" response....but I'm not on any quest here.

Any idea what is going on? Do I have to do a quest or something to not be phased here anymore?
