Naxx lag is no longer acceptable

It wasn't really acceptable to begin with, but this has really gone on long enough. Whatever fixes you've got need to go in without any further delay. If, for whatever reason you can't fix this, the primary bosses that deal with the lag need to be severely nerfed or removed (Thaddius/Loatheb), and you need to refrain from making such fights in the future.

Unfortunately, the optimizations we are prepared to make in order to reduce latency and disconnections in Naxxrammas cannot be added in a hotfix. A patch is required. I'm unable to provide a release date for the next minor content patch including these optimizations, but I'd wager it's imminent.

Splitting the patches into two isn't going to make the content of either come faster. It would effectively delay everything.
