What happened to the Hunter Growl buff?

When GC originally posted a list of changes his team was working on for Hunter (before the PTR), he listed a 20 or 30% buff to threat generation from the Growl ability. I strongly support this change, since the Hunter mechanic is based on having a pet tank and you using ranged abilities, and it's almost impossible for Marksman or Survival hunters to keep aggro on the pet. Even as BM, I easily pull aggro off the pet (even Gorilla) if one of my shots crits.

GC, what happened to this proposed change?
Community, is there any evidence on PTR that Growl is more effective? (i.e. undocumented change)

We made this change. Not all changes are going to show up in unofficial patch notes. I would take them with a grain of salt.
