You gain one level for every two levels you earn. The first level gained is at level three, which gives you twenty-nine total levels if you level your character to sixty.
There is no in-game display I'm afraid, you must keep track of what levels you have to gift yourself.

No, you just have to grant the levels before the link expires or if you transfer the character.
