Certain realms down, for a fix?

Is this the fix that could'nt be done until the next patch? Yesterday it was said that doing a hot fix would only delay the main patch and could not be done. So just to clarify this is the patch to fix latency issues or is there some thing else wrong?

Emergency maintenance is being conducted to resolve connectivity and instance issues. That's all the information that I have at the moment.
