A fresh PvE realm allowing only for new character creation (no transfers) is coming extremely soon.

That's true, but it's also an over-simplification of realm population dispersal. There are no low population PvE realms. Even the new realm we opened last week to which players from high population PvE realms could transfer is nearing capacity.

We will be working to further disperse PvP populations to alleviate the queues on high population realms, and pick up the usage on low population realms. The need for new PvE realms, however, is justified.
