Cannot remove PvP flag

I have had this problem now for 2 weeks. My PvP flag will not go away (I am on a PvE server)
I sent in a petition and took the following steps; I have checked to see if I am enabled?, no. Am I in a PvP zone? No. I have deleted the following folders in my WoW directory: "WTF, ADDons and Cache" as directed by my response from Blizz Support. Still flagged...

The flag will immediately turn off once I zone into an instance and it reappears as soon as I zone back out. I stay flagged no matter how long I stand in a friendly city.

This issue does not affect my other character (same server, same addons)

I am at a loss as to why or how this could happen. Has anyone else experienced this? I figured it was my addon's but even with them cleared it is still there.

Highly frustrating, any thoughts are welcome thx =)

Aw, I'm sorry if this was frustrating at all, and I hope that this hasn't been too inconvenient.

There are certain quests that have been added in Wrath of the Lich King which will caused your character to remain flagged for PvP until the quest is abandoned or completed. Many of these quests are available in Grizzly Hills. It's probably best if you check your quest log, and abandon or complete those quests to enable your flagging to drop.

As a note, when accepting a quest of this nature, a window should appear informing you that you will remain permanently flagged while on the quest.
