PaymentOne PhoneBill not working

i'm using my landline number that is associated with my account and i am getting an error that says

The telephone number was unable to be verified.
Please review the restrictions and try again later.

i have a normal landline phone like everyone else. what gives?
i really need time on my second account, i do not have access to a credit card or a time card right not

Unfortunately, not all phone carriers support the PaymentOne option, Gardor. You may want to contact our Billing and Account Services Department to see if they are able to identify the cause of the issue and get you set up. They can be reached using one of the following numbers:
