Okay i got my mount and everythin im lvl 80 and hes 1 why cant i grant lvls does he need wotlk too or what?

From our Recruit-A-Friend FAQ:

• For every two levels recruit characters earn, one "giftable" level is gained. Recruit characters may then grant these levels to lower level veteran characters.

Are there are any restrictions on granting levels?

Yes: 1) Levels may only be granted to characters on a veteran account by characters on a linked recruit account; 2) levels may only be granted to characters of the same faction and on the same realm; 3) levels may not be granted to characters over level 59; and 4) levels may not be granted to characters of equal or higher level.

The recruited account grants levels to the recruiting (veteran) account, not the other way around.

Veteran = you.
Recruited account = your friend.

The only way his account would be considered the "veteran" account would be if he recruited another player (i.e. another account). Then that person would have to level a character in order to obtain levels to grant to your friend.

The grantable levels are intended to be an incentive for you to recruit new players so that you can get some cool free stuff (like levels), not to allow a new player to be given an instant high level character. =)

You could always start a new character with him... and get the 300% experience that comes with the Recruit-A-Friend system. =)
