Take another look at this form of CC. Imagine Hex lasted 4 seconds, didn't break with damage, and couldn't be trinketed out of. Imagine it was instant and a lot of classes had it in their arsenal, some even having 2 hex. Don't you think these forums would be completely full of threads about how unfair it is to do that to melee?
All other forms of CC have a counter balance to them to even out the fact that they are making you temporarily useless. Such as polymorph healing the target and the other forms breaking on damage or making the target immune to damage. Silences aren't subject to this counter balance. Why? Is a silence not just another version of Hex to a caster?
I can even understand why it has been this way for a long time being that it was nigh impossible to out damage heals in the past without CC/drains. But blizzard has already stated that they don't want that type of combat anymore they want something a bit in the middle of what we are seeing now (unstoppable damage) and what used to be (unstoppable heals). If that's the case I firmly believe a change to the way silences work is in order. There is just way too many currently in the game to just leave them in their current state. Locking down a caster for such a long length of time without any reasonable way to stop it is a cheap mechanic.
