Why do pvp 2 handers cost twice as much?

This seems like an unfair game mechanic designed to punish PVPers. A boss that regularly drops 2 items that drops 2 handed weapons doesn't drop only the two handed weapon when it drops, does it? Nor would it drop 2 1 handed weapons to make up for not dropping the 2 hander.
