High Level in Worgen Starting Phase?

How is this possible? I create a new worgen, level 1, first phase where you have to click the dead guy, and there is a level 11 character standing there griefing people (dancing, sniffing, turning into a worgen and back over and over again).

How can there be a lvl. 11 character in an instance phase that doesn't even have any mobs to attack? I opened a ticket regarding it in game, but think I've got a couple of more days before it is addressed.

If it's a phase bug and this person managed to either intentionally or otherwise end up there, it's pretty harmless and not (seemingly) useful. Someone being there grants them nothing additional.

I'd recommend that in the future if you do feel like you've found a bug, or notice someone exploiting, etc. that you not attempt to start something by telling them you're reporting them. It's just going to cause you and everyone else added problems. We appreciate the report, they'll be handled appropriately, and you can move on your way knowing that we're going to take care of it.
