I got lvl 2 plans, learned it, collected in 50 timber, put in a work order. I was able to pick up the work order but the NPC still has a gray ? over his head and I didn't get the rewards from quest. I was able to hand in more work orders but still no quest finish. I also did Reduction of Force and handed it in. I am NOT able to collect LUMBER 20.
