The obvious solution is to include an additional stat to pvp gear that reduces damage done by players. Perhaps a static one that does not change regardless of the item quality of the pvp gear. I'd suggest something like -25% taken by players when you have a full set of pvp gear on, regardless of what "tier" it is.
As a side bonus, this would probably kill any incentives left to wearing pve gear for the few classes that can still get away with it.
