Dude had a buff called "Ready for Raiding," ran up and did what's in this screenshot to me during an Ashran fight.

We'll look into it.

Do you know where in Ashran you were? Also keep in mind we'll be doing tuning passes on the buffs and consumables in Ashran. We want them to be powerful and interesting, but not unfun to fight against.

Keep in mind we intend for only one player to have the Artifact buff, its supposed to have a similar feel to the Kotmogu buff.
