BM hunter stampede bug

Every other match its either a warrior or a hunter. Makes it hard to test pvp.

We've successfully identified the root of this problem, but unfortunately it's going to require a new build to apply the proper fix. In the meantime, in order to allow for PvP feedback to continue, we're disabling Stampede on Beta servers. Once we can correct the issue, we'll re-enable it, but in the meantime, Hunters should choose one of the other talents available in that tier. Thanks!
