Flying Mount in Northend, Glitch?

Alright, im a little confused here. I bought the cold weather training for my flying mount but yet i cannot fly anywhere in Northend. I then looked on the net to see if i was missing something and it said you couldnt train for Cold Weather Training unless you were level 77. Yet, i did in fact pay 800 Gold to get it so does this mean i cant use my mount until level 77 (level 76 now) or does it mean i got robbed of 800 Gold? Can someone help me out with this issue? If i cannot use my mount is there anyway i can be refunded my gold that i lost? Thanks.
