Scroll of Resurrection "Inactivity" Question

Quick question about Scroll of Resurrection -

When I recieve the message " Sorry, that character isn't eligible to be resurrected (possibly they haven't been inactive for 90 days or more). ", does the "inactive" part pertain to when the account was last logged in or the game time expires?

The reason I am asking this is because the account in question was last logged in September 15, 2008 11:03:26 PM and I am still receiving this message. I don't think I did the math wrong =S.

I believe inactive here applies to when their paid time would have expired.

    They should be able to tell him either what is going on, or what may need to be done to get this to function properly. With any web application, using another browser is always a good quick check to rule out any possible browser related issues.
