This is pretty much one of the only achievements out there that's significantly harder to do as a healer or tank than a DPS. The idea is cool, but it really shouldn't be tied to the meta due to the difficulty of getting it done as a non-DPS- yeah, you could respec for a kill, but that doesn't guarantee you the achievement since you need a KB, and on principle you really shouldn't *have* to respec just to get an achievement.
