Hrm, there are a variety of reasons why this may not have functioned as you expected but perhaps we can divine why.
Are you still within the 90 Recruit-A-Friend period? Were you in close proximity with each other (usually inspection range will work)? Were you in a party? Did you try targeting the character in question and selecting the Grant Level option from the drop down menu?

That character currently has 14 levels that he can gift. If you are in party and near the other character you should be able to right click on the character's portrait in order to grant him levels. If not it sounds like you may have a User Interface issue preventing the level granting.
Can you try disabling any addons you have? If that doesn't work try the instructions below.

2) If you used an "installer" for a custom UI, see if it has an "uninstaller" and use it.

4) Restart your computer.
5) Please do not reinstall Addons prior to testing the issue you were experiencing.
6) Make sure that you are using WOW.EXE or LAUNCHER.EXE to start the game. Please do not run any UI installers beforehand, as we want to eliminate them as part of the issue.
7) Upon launching the game, you should see the Intro cinematic movie and be prompted to agree to the Terms of Use. Once you authenticate past the login screen, the “AddOns” button should no longer be visible at the lower left corner of the character selection screen. Both points mentioned previously must hold true if you should complete the aforementioned steps correctly.

I seem to have a similar problem with a buddy of mine. I am 70 and he is the main account that i can give levels to and in the past i have granted some(maybe like 4 levels) to one f his toons but i cannot either summon him or grant him it. I can't even see the grant a level text from the drop down menu. My 90 days that went with this are still not up yet either.

Are both characters online right now?
Before I send this up for further investigation I need to confirm the issue is not on your side. Can you try granting a level once more, if you have the time that is?

Yes, that issue was resolved, Montusei.
I should point out the OP's issue was also resolved shortly after the Reset UI was done.
