Say I refer a friend, and we both roll a new character and level up. If I stop leveling around 50, but he continues on to 70 or 80, and hasn't used any of the level grants, is he still able to grant them to me? i thought i remembered seing that the grants were void after the recruit levels passed 60. I don't know if it's true. The FAQ dosn't say that that is true, but it also dosn't say it isn't.

I'm mainly wondering if I should start an alt and get it to 30 now, or if I can do it after he and I both ding 80.

If a blizz employee could confirm this, it would be greatly appriciated.

From the Recruit-A-Friend section withing the Customer Service Forum FAQ:

Q u o t e:
Can “grantable” levels be saved and then used at later and higher levels?

Yes. Although a recruit character will cease to gain levels past level 60, previously-gained levels will not immediately disappear. That said, all “grantable” levels will need to be used before the 90-day link expires, as these levels will not be available once the link is removed.

You may verify the date of your "link break" within the Linked Accounts section of the Recruit-A-Friend page:

Also of note: Should a character possessing unused "grantable" levels transfer, all saved up levels will be removed at transfer completion.
