That message would go to one person. This way maybe several people will think to themselves that while the thread may have gotten a blue response, it wasn't one that actually addressed the issue the poster wanted addressed.
I used "terrorist tactics" cautiously and not in the sense of scary international terrorism. The way to get the designers to discuss your issue is to present it intelligently. Spam posting, threatening to quit WoW or reroll, and all of those kind of tactics that I have described as "make my change or I will scream very loud in the ear of this kitten" aren't effective or appropriate.
If you're smart enough to play WoW at the level at which class balance is a concern for you, then you are intelligent enough to compose a mature post. :)
