Dalaran No Fly Zone?

I'm curious why Dalaran was made a no fly zone. Seriously out of all the cities in wow you should be able to fly around in, the city that is itself flying should be at the top of that list. Why was Dalaran made a no fly zone?

Technical Reasons? Aesthetics? What?
