Heirloom/Account Bound Items and Enchantments

Last night I purchased two of the heirloom pieces to aid in leveling my Paladin to 80. I purchased the Bloodied Arcanite Reaper, and the Polished Spaulders of Valor, and mailed them to my level 73 Paladin. Once equipped on the Paladin, I then tried to enchant the axe with Savagery, and the shoulders with the scryer exalted Greater Inscription of the Blade, but got the error "Item is too low level" for both.

I understand that Burning Crusade enchants have a minimum item level requirement of 35, but does that still apply to account bound items used on characters above level 35? (Or in my case, level 73). Is this intended or is it a bug? Thanks for any information!

I sincerely apologize for the confusion, friend. To be clear, any enchant that requires an item level or will bind the item to a single player cannot be applied to Heirloom items. This is currently working as intended, my friend. :)

Q u o t e:
indeed i agree.. that sucks for DK's especially but i was allso surprised and disappointed when i purchased my shoulders with badges that took time.. to just find out they will be worse than non hierloom ones because they lose the ability to be enchanted

That's understandable, but please keep in mind that these items are more intended to be passed down to lower level alternate characters, than they are intended to be used at maximum level.
