Stuck on Legendary quest! Need help >.<

Okay so i am doing my legendary quest line and I'm on one of the early quests in chapter 2 the name of it is "Incoming..." It says i need to await my fleet ship at the south coast but I have had no luck. I have literally waited for hours flying around the south of Pandaria with no luck. I would like to know if there was a pre-quest or another quest in advanced to this one that i perhaps missed or didn't do. Thanks!

If you're Horde, look for Sunwalker Dezco and pick up Meet the Scout. If you're Alliance, look for Lyalia and pick up the same quest. Head to Krasarang Wilds and complete the chain of quests that follows, all the way up until your respective faction's base is established. Then return to Wrathion."
