DK Expertise talents not working

The talent Veteran of the third war which gives 6 expertise

AND

the talent Blood Gorged which gives 5 expertise are not stacking

(does blood Gorged even work to begin with?)

should have 11 expertise base and we do not

Developers figured this out yet?
